Allows former commissioned officers who left under honorable conditions after at least 3 years of active service to apply for federal jobs when an agency is hiring from outside its current workforce. If hired, they must receive a career or career‑conditional appointment. Job notices that consider federal employees must say these former officers may apply and must be advertised as required by 5 U.S.C. 3327. It does not give extra veterans’ preference beyond existing law. The Office of Personnel Management must write rules to run this. The Administrator must report to the Senate and House committees named in the law no later than 3 years after December 18, 2025, describing how the authority was used (including numbers and locations of hires) and its impact. The authority ends 5 years after December 18, 2025.
