OPM must tell Employment Service about chances to take competitive exams. Agencies must notify OPM and Employment Service about open jobs in the competitive service or Senior Executive Service that invite outside applicants and give the application dates. OPM may let DoD use flexible outreach like curated prospect sourcing if hiring stays public and merit-based.
