The President must create the National Ocean Mapping, Exploration, and Characterization Council. The council must set and update national priorities for ocean mapping, exploration, and study. It must help arrange and support work across federal agencies and with States, Indian Tribes, industry, schools, and nonprofit groups. The council will be made up of senior officials from federal agencies and co-chaired by two senior officials from NOAA and one senior official from the Department of the Interior. It must report to the Ocean Science and Technology Subcommittee of the Ocean Policy Committee (see section 8932(c) of title 10). The council must also create and oversee an Interagency Working Group on Ocean Exploration and Characterization (made of senior agency representatives) and oversee the Interagency Working Group on Ocean and Coastal Mapping. Within 1 year after December 23, 2022, the council must deliver a plan to the appropriate committees of Congress for a coordinated national effort on ocean mapping, exploration, and characterization. The plan must cover the benefits, priorities, federal programs, non‑federal input and partnerships, data standards and repositories (with security safeguards), technology development, training, protection of marine life, a central data office, a timetable and cost estimates, and ways to improve private‑sector data sharing. The council must brief those committees within 1 year after December 23, 2022 and at least every 2 years after that on progress and recommendations. "Appropriate committees of Congress" means the Senate Committees on Commerce, Science, and Transportation and on Armed Services, and the House Committees on Natural Resources, Science, Space, and Technology, and on Armed Services.
