Through the Coastal Engineering Research Center, the Chief of Engineers must study and publish ways to prevent shore erosion by waves and currents and to protect, restore, and develop beaches. The United States pays all costs for the general investigations under sections 426a to 426d. "Shores" includes the Atlantic and Pacific Oceans, the Gulf of Mexico, the Great Lakes, Lake Champlain, and estuaries and bays directly connected.
