Putting or dumping trash, dirt, ash, cinders, mud, sand, dredged material, sludge, acid, or any other substance into the waters of a harbor is forbidden inside the area set by the harbor supervisor. The only exception is liquid runoff that flows from streets or sewers. Anyone who does this, or helps, allows, or encourages it, is guilty of a crime. They can be fined $250 to $2,500 and/or jailed 30 days to 1 year, as the judge decides. Half of any fine goes to the person whose tip leads to a conviction.
