Names which waters count as the listed harbors for this part of the law. The harbor of New York covers the tidal waters of New York Harbor, the nearby and feeding waters, and Long Island Sound. The harbor of Hampton Roads covers the tidal waters of Norfolk, Portsmouth, Newport News, Hampton Roads and their nearby waters, the parts of Chesapeake Bay and its tributaries inside Virginia, and the parts of the Atlantic Ocean and its tributaries that fall under U.S. jurisdiction at or east of Virginia. The harbor of Baltimore covers the tidal waters of Baltimore Harbor, its nearby and feeding waters, and the parts of Chesapeake Bay and its tributaries inside Maryland.
