The Administrator, working with the Board, must run research to make dams safer. The work must improve methods and equipment for quick, safe construction, repair, and inspection; create devices to keep monitoring dam safety; build information systems to manage safety; and support efforts that guide public policy and improve engineering, security, and management. States must be allowed to join the research, and the Administrator must regularly report the results to all States and to Congress.
