Gives plain meanings for key words used in this part of the law. Alteration means any change, rebuilding, or removal, whether partly or completely. Bridge means a lawful bridge over U.S. navigable waters and its approaches, fenders, and related parts, used for railroad traffic or for both railroad and highway traffic, and also bridges owned by a state or local government that are used for highway traffic. Bridge owner means whoever owns or jointly owns a bridge — a government unit, company, group, or person — and also includes the legal owner and anyone (like a receiver, trustee in a bankruptcy case under title 11, or lessee) who has possession or control. Secretary means the head of the department where the Coast Guard works. United States, when used as a place, includes U.S. Territories and possessions.
