Before a survey is done, a short on-site study of the river, harbor, or other proposed work must be done first. That study must say whether the improvement is a good idea, unless Congress has specifically ordered a survey or cost estimate. If the study says the project is not advisable, work stops unless Congress tells them to keep going. If the study is positive or says a survey is needed, the Secretary of the Army can order surveys and send Congress a report on costs and whether the project makes sense. Reports with plans and cost estimates must also say how fast the work should proceed and explain the project's current and future value to trade. They must include available information on nearby private and public terminals and transfer facilities, on using water power for industry, and on other matters that affect navigation or commerce. Studies should focus only on how these things affect navigation, reduce costs, or relate to commerce. The Board of Engineers can extend studies to work already underway or to places Congress has approved.
