Use the same rules for flood-control work that already apply to river and harbor studies and projects. Money set aside for flood-control projects must be spent under the same rules that govern river and harbor funds. Every flood-control study must look at the whole watershed and include data on four things: the size and nature of the area affected; any likely effect on navigable waters; possible economic uses of water power; and other related uses. Heads of other government departments can, and must if the Secretary of the Army asks, send staff to help the Army Engineers so work is not duplicated. The Chief of Engineers sends the study, other department reports, and recommendations to the Secretary of the Army, who sends them to the House of Representatives to be printed. The Board of Engineers for Rivers and Harbors must say what federal interest exists, what share the United States should pay, and whether the project is advisable.
