Defines "flood control" to cover channel work, big drainage fixes, and steps to prevent damage caused by groundwater. Work on rivers and other waterways for flood control and related projects is handled by the Department of the Army, led by the Secretary of the Army and supervised by the Chief of Engineers. Studies and projects about watersheds — like slowing runoff, reducing water flow speed, and preventing soil erosion — are handled by the Department of Agriculture under the Secretary of Agriculture, unless Congress says otherwise.
