Federal agencies planning or designing flood protection projects must consider nonstructural ways to prevent or reduce flood damage and pick options that are cost-effective, fair to people, and good for the environment. Examples include raising or floodproofing buildings, limiting floodplain use, buying floodplain land for public use, or relocating property. If a nonstructural option is chosen, nonfederal partners must contribute an amount like the value of land, easements, or rights‑of‑way they would have provided for a structural plan, but their share cannot exceed 20 percent of the project cost.
