Each fiscal year, the money for this program must be split: 70% for grants under 10171(a)(1), 10% for grants under 10171(a)(2), 10% for grants under 10171(a)(3), and 10% for grants under 10171(a)(4). Grants under 10171(a)(1) or 10171(a)(3) can cover up to 75% of the approved correctional option’s cost. The Director must issue rules to run the program within 90 days after funds are first provided. Within 180 days after those funds are first provided, the Director must send a report describing the rules to the Speaker of the House of Representatives and the President pro tempore of the Senate, and must request grant applications for the program.
