Allow the Assistant Attorney General and the directors of the Bureau of Justice Assistance, the National Institute of Justice, and the Bureau of Justice Statistics to hire the staff they need and set their pay to do the work required under this chapter. They can use or pay for services, equipment, people, and facilities from other Federal, State, or local agencies when it makes sense. They can also arrange with and pay other Federal departments to perform functions for them. They may hire outside experts and consultants under 5 U.S.C. 3109 at pay up to the daily equivalent of the GS–18 rate in 5 U.S.C. 5332. They may create advisory committees (subject to chapter 10 of title 5) and pay non‑Federal members up to the same GS–18 daily rate and cover travel per 5 U.S.C. 5703. Payments under the chapter can be made in installments, in advance, or by reimbursement, and can cover travel and subsistence for conference attendees even if section 1345 of title 31 would otherwise limit that. They can accept unpaid volunteer help even if section 1342 of title 31 would otherwise prevent it; such volunteers are not Federal employees except for job‑injury coverage under chapter 81 of title 5 and tort claim rules in title 28.
