The state's or local government's chief executive (for example, a governor or mayor) must send the Director an application for the grant at the time and in the form the Director requires. The application must include two written assurances. First, federal grant money will not replace state or local funds but will add to the money that would otherwise be used for criminal cases involving child abuse. Second, any funds used to cover the nonfederal share for equipment and training will come from money extra to what would have been used for those criminal cases.
