State, local, or tribal chief executives must apply to the Director of the Bureau of Justice Assistance to get a grant. The application must use the form and include the information the Director reasonably requires. The Director had to issue rules explaining what to include and what applicants must meet no later than 90 days after June 16, 1998. A local government that got money from the Local Law Enforcement Block Grant in the same fiscal year cannot get a grant here unless its chief executive tells and explains to the Director that it considered using those block grant funds for armor vests but did not or will not. If an application is for buying armor vests, grant money cannot pay for that purchase unless, before applying, the applicant got clear notice the grant might not be approved and explicitly agreed to go ahead even if the grant is not received.
