When more than one federal agency gives money for a juvenile delinquency program, the Administrator can ask one of those agencies to manage all the funds if the Administrator finds the program is especially effective or urgently needed. If one agency runs the funds, a single rule about how much non‑federal money is required will be set based on each agency’s share, and the Administrator can require other agencies to drop technical grant or contract rules that conflict with or are not used by the managing agency.
