By April 1, 2000, and every two years after that, the Secretary must send a report to the Committee on Education and the Workforce in the House and the Committee on the Judiciary in the Senate. The report must describe the status, work, and results of groups that get grants under parts A, B, C, D, and E. For centers funded under part A, the report must pay special attention to four things: how well the centers help runaway and homeless youth; efforts to reunite youth with families and use counseling; steps taken to strengthen family ties and stable living; and help given to youth to plan their next steps. For projects under part B, the report must cover who is served (numbers and kinds of youth), the activities done, how well the projects reduce homelessness and prepare youth for independence, help with education or work plans, support for resolving family problems, and the projects’ plans for the next fiscal year. The report must also summarize evaluations done under section 11277 and describe the evaluators’ qualifications and training.
