The Administrator must set yearly priorities for research, demonstration, and service programs and make fair, merit-based rules for awarding grants and contracts. Any grant or contract over $50,000 must be awarded through a competition that publicly announces the funding, states the selection criteria, and explains how to apply and how applications will be reviewed. If one recipient gets multiple awards in the same year for the same general purpose, those count as a single grant; awards for clearly different activities count separately.
