Defines key words used in this part. At‑risk: has the meaning given in section 6472 of title 20. Eligible entity: a local government that follows the rules of part B of subchapter II, or a nonprofit working with such a local government. Delinquency prevention program: an evidence‑based or promising program that can include things like substance abuse services, tutoring, health and mental health care, recreation, leadership and youth development, teaching accountability, job‑skills help, mentoring, after‑school activities, coordination of family, school, housing, job, gang‑prevention, pregnancy/parenting, and reentry services, and other data‑driven prevention programs. Local policy board: the board an eligible entity must use when making its plan under section 11313(e)(5); it must have between 15 and 21 members, include a mix of public and private juvenile service groups and business representatives, have at least one faith representative, one adjudicated youth, and one parent of an adjudicated youth, and, if the eligible entity is a nonprofit partner, include a representative of that nonprofit. Mentoring: matching one adult with one or more youths in regular meetings for at least 9 months. State advisory group: the advisory group appointed by the State chief executive under section 11133(a). State entity: the State agency named under section 11133(a)(1) or the entity receiving funds under section 11133(d).
