States that get money under this program must use it to pay the federal share of two things: scholarships for current law enforcement officers to get more education, and jobs for students (either full-time in the summer or part-time up to 20 hours per week for up to 1 year). Those student jobs must be offered by state or local law enforcement agencies to high school juniors or seniors, or college students who want a law enforcement career. The jobs cannot put students in law enforcement roles and must give useful work that shows what the agencies do. Scholarship recipients must get the same pay, benefits, and labor rights as other officers of the same rank and tenure in their office. The federal government will pay up to 60 percent of approved costs when funds are available. The rest must come from nonfederal sources. A federal Director runs the program and makes rules with the Assistant Secretary for Postsecondary Education. States may keep up to 8 percent of their allotment for administration. The money must add to, not replace, other federal, state, or local recruitment and education efforts.
