Authorizes the Attorney General to give money to States and local governments to improve how hate crimes are found, recorded, and reported. It focuses on helping agencies use the National Incident-Based Reporting System and on training officers. Priority goes to places that carry out certain programs like written policies, standard data systems, special hate-crime units, community outreach, and staff training. If a place gets a grant, it must send hate-crime data to the FBI’s Uniform Crime Reports each year starting 3 years after it first gets the grant. The Attorney General can give a 120-day extension or excuse a place if following the rule would be unconstitutional. If a grantee does not follow the reporting rule, it must pay back the grant with interest and penalties. Requires the Attorney General to fund State-run hate-crime hotlines for up to 5 years. Hotlines must point people to law enforcement and local support services, protect personal information unless the person agrees to share it, have trained staff, and be accessible to people with limited English or disabilities. States and local governments that get grants must collect regular reports from the agencies they fund and send summaries to the Attorney General. The Attorney General must collect and analyze that information and send an annual report to Congress each year after May 20, 2021, showing how reporting and prevention efforts relate to the number of hate crimes reported. Defined terms (one line each): hate crime — certain federal bias-motivated crimes; priority agency — a local police agency serving at least 100,000 people, or one serving 50,000–100,000 that reported no hate crimes in the last 3 calendar years; Uniform Crime Reports — the FBI’s national crime data program; State and unit of local government — as used elsewhere in federal law.
