The Attorney General must, if money is available, give each State a grant and give priority to States that, on December 20, 1993, had the smallest share of child abuse charges and case outcomes in their computerized criminal history files. The grants can be used to computerize and improve criminal history records, connect and send records to the national background-check system, and help pay for background checks of employees and volunteers to lower fees. A total of $20,000,000 is authorized for grants for fiscal years 1999, 2000, 2001, and 2002. Starting one year after December 20, 1993, the Attorney General may cut up to 10 percent of a State’s allocation under title I of the Omnibus Crime Control and Safe Streets Act of 1968 if the State does not follow the chapter’s requirements.
