Allows the American Battle Monuments Commission, when Congress provides money, to buy or get rights to land in other countries (without sending the matter to the Attorney General under 40 U.S.C. 3111), run and repair vehicles and other property given by other U.S. agencies, open offices in Washington, D.C. and elsewhere, rent office and garage space abroad, and order printing and publications about U.S. activities, battlefields, memorials, and cemeteries. The Commission can sell or otherwise dispose of foreign land it owns, hire contractors and technical staff for work outside the United States, and let its Chairman, secretary, or office heads exercise duties the Commission delegates to them. The Commission may ask for and accept money and gifts from public or private sources, keep those funds in a separate Treasury account, and pay bills only with vouchers the Chairman approves. It must write rules to decide if a gift would make the Commission or its staff look unfair or hurt the Commission’s integrity. The law bars spending contributions received before March 1, 1998. Each October 1 the Commission must send the President a report of the prior year’s finances and actions. The Commission must have financial controls to meet 31 U.S.C. 3515 and section 2106(d)(4), send old records to the National Archives under 44 U.S.C. 2107, have an official seal, and may use a special agent to make payments outside the continental United States.
