A national governing body must quickly review any request to allow an international amateur competition in the United States or to sponsor U.S. amateur athletes to compete abroad. It must approve the request unless it has clear and convincing proof that approval would harm the sport and the requester meets the conditions below. To get approval, the requester must pay any required sanctioning fee if the fee is reasonable and nondiscriminatory. For U.S. events the requester must give an audited or notarized financial report of similar past events and show they meet certain safety and fairness rules. For sponsoring travel abroad they must give a report of their most recent similar trip, if any, and a letter from the event host confirming those same rules. Those rules cover seven things, including protecting amateur status and eligibility, validating records, following international rules, using qualified officials, providing medical care, ensuring safety for athletes and spectators, and following the governing body's policies to prevent emotional, physical, and child abuse.
