Lets the Museum hire experts and consultants under federal hiring rules (section 3109 of Title 5) and pay them no more than the daily equivalent of the annual basic pay for Executive Schedule Level IV (see section 5315 of Title 5). The Museum can make contracts and payments with government or private groups as allowed by law. The Secretary of the Smithsonian Institution, the Library of Congress, and the heads of federal departments and agencies can help the Museum carry out its work. The Secretary of the Interior can give administrative support to the Museum and be reimbursed for it.
