Requires a Director who is the museum’s chief executive and runs its day-to-day work. The Chairperson of the Council must appoint the Director, and the Council must confirm that appointment. The Director reports to the Chairperson, the Council, and the Council’s Executive Committee, and can be removed by the Council at any time. The Director can be paid from nonappropriated funds or, if paid with appropriated funds, must be paid at the basic pay rate for positions at level IV of the Executive Schedule under section 5315 of title 5. The Director can hire employees in the federal competitive service following the rules in chapter 51 and subchapter III of chapter 53 of title 5. The Director can also hire and set pay (not higher than the level IV rate) for up to three employees even if other laws would limit that. The Director must carry out the Council’s approved decisions and strategic plan and do other tasks the Council, its Executive Committee, or the Chairperson assign, consistent with this law.
