A member of a regular or reserve part of one military service can get a bonus for signing a written agreement to transfer to a regular or reserve part of another service and to serve there for at least three years. To sign up, the member must not have failed to complete any enlistment term, must be allowed to reenlist or continue service, and must meet the receiving service’s transfer rules. The receiving service must also say it needs more trained, qualified people before the transfer bonus can be offered. The bonus cannot be more than $10,000 and is paid by the head of the service the member is joining. The payment can be one lump sum when the receiving service’s chief personnel officer approves the transfer, or it can be paid in yearly installments if the paying service chooses that. The bonus is extra pay, and anyone who leaves early by choice or for misconduct must repay it under section 303a(e) of this title. The service leaders must write rules to run the program, and military department rules need the Secretary of Defense’s approval. No new agreements could be made after December 31, 2018.
