Defines who can get government travel and moving pay and names the officials who run the rules. The officials are the Secretaries of Defense (covers the armed forces and the Coast Guard when it is part of the Navy), Homeland Security (covers the Coast Guard when it is not part of the Navy), Commerce (for NOAA), and Health and Human Services (for the Public Health Service). An "authorized traveler" is anyone approved to get travel or transportation benefits. That includes service members, their family, escorts or attendants, people on military funeral details, ROTC cadets, enlistment applicants or rejected applicants, workers tied to official government activities, and others the Secretary may add for specific needs like burials, hospital visits, repatriation, Yellow Ribbon events, education travel, ship-related moves, or one-time emergency or fairness reasons. A "family member" means a dependent, child, parent, sibling, or former spouse. Other key words: "official travel" means travel for duty, relocations, first assignments, separations, local duty travel, or other ordered travel. "Actual and necessary expenses" are real costs from official travel. "Travel allowances" cover daily lodging, meals, and related costs. "Transportation allowances" pay to move people or their personal property. "In-kind" means the government provides travel, lodging, or meals free. "Miscellaneous expenses" are other approved costs. "Personal property" covers baggage, furniture, vehicles, and similar items. "Relocation allowances" pay moving costs and include pet quarantine expenses. "Dislocation allowances" pay household move costs tied to a change of permanent duty for the government’s convenience or evacuation. "Permanent duty assignment location" means a member’s official station or a dependent’s residence; a student dependent’s school residence counts as their permanent duty location.
