The Secretary must decide whether to add or remove rules that presume an illness is linked to toxic exposure during service. Before acting, the Secretary must announce which formal reviews will be done and let the public comment (see section 1172). A working group must give advice about veterans and dependents who may have been exposed, recommend fixes to the Individual Longitudinal Exposure Record, and flag cases to review. The Secretary must do formal evaluations (section 1173), consider National Academies reports (section 1176), and issue regulations (section 1174). Definitions: illness — any disease or condition, physical or mental. Individual Longitudinal Exposure Record — the data system under 10 U.S.C. 996.
