"Commonwealth Army veterans" are people who served before July 1, 1946, in the organized military forces of the Philippine government while those forces served with the U.S. Armed Forces under the President’s July 26, 1941 order, including organized guerrilla units recognized by U.S. commanders, and who left that service under conditions that were not dishonorable. "New Philippine Scouts" are people who served in the Philippine Scouts under section 14 of the Armed Forces Voluntary Recruitment Act of 1945 and who also left that service under conditions that were not dishonorable. "Service-connected disabilities" are disabilities the Secretary finds, under the laws the Secretary runs, were caused or made worse by the service described above while in the line of duty.
