The Secretary may provide up to seven days of newborn care and necessary travel when a woman veteran getting VA maternity care gives birth in a VA facility, a facility under a VA contract, or somewhere else if she delivers before reaching those facilities. The care includes all routine post-delivery medical services a newborn needs and can include treatment at another hospital (including specialty pediatric hospitals) that accepts the baby. Under rules the Secretary makes, care and travel can continue past seven days if the baby needs more medical treatment, including being readmitted after discharge. Travel help can cover the baby and the parents and can include ambulance or air ambulance when a transfer or a medical emergency makes that needed. Payments for transport come from the VA Medical Services appropriations account. The VA will pay providers directly unless a contract covers payment. If the VA pays a provider for a person’s care, that payment removes the person’s bill, unless the provider rejects and returns the payment within 30 days. “Covered entity” means anyone or any group that provided or paid for the care or travel.
