The Secretary must give health care to a child of a Vietnam veteran who has spina bifida, under rules the Secretary sets. The Secretary can give that care directly or by hiring or working with other health care providers. Health care covers home care, hospital care, nursing home care, outpatient care, preventive care, habilitative and rehabilitative care, case management, and respite care. It also includes training family members to help care for the child and providing medicines, supplies, equipment and devices, assistive technology, transportation to and from approved care, and other items the Secretary finds necessary. Definitions in plain words: Health care provider = clinics, health plans, insurers, hospitals, other organizations or people who give care and are approved. Home care = services given at the child’s home or place of residence. Hospital care = care while admitted as a patient. Nursing home care = care while living as a resident in a nursing home. Outpatient care = care given when not admitted to a hospital or nursing home. Preventive care = services to stop illness, like checkups and vaccines. Habilitative and rehabilitative care = professional treatment and counseling to develop, keep, or restore functioning. Respite care = short, occasional care to help the child stay at home.
