The Secretary must identify birth defects in children of women Vietnam veterans linked to service in the Republic of Vietnam during the Vietnam era that cause permanent physical or mental disability. Defects from familial disorders, birth injuries, or fetal/neonatal conditions with well-established causes are excluded. If clear proof shows another cause, the child gets no benefits.
