Defines key words used in this chapter. "Emergency situation" means what section 3601 says. "Program of education" means what section 3452(b) says. An "employment handicap" is an impairment, mostly caused by a covered disability, that makes it hard for a veteran to prepare for, get, or keep a job that fits their abilities and interests. A "serious employment handicap" is a major impairment like that that comes largely from a service-connected disability rated 10 percent or more. "Independence in daily living" means a veteran can live and function in family and community with no or less help from others. A "program of independent living services and assistance" covers the services and help the Secretary decides are needed so a veteran can reach that independence, such as counseling, medical, social, psychological, and educational help. "Rehabilitated to the point of employability" means made able to work in a job after a vocational rehabilitation program. A "rehabilitation program" is either a vocational rehab program or an independent living program when a job goal is not currently feasible. A "vocational goal" is gainful work that fits the veteran. A "vocational rehabilitation program" includes the services and assistance needed to see if a job goal is feasible, improve a veteran’s chance to take part in services, reach independence, and, when feasible, become employable and get and keep suitable work.
