The Secretary must make rules to get veterans in rehab programs to behave and cooperate. If a veteran fails and reasonable counseling has been tried and likely won't help, the Secretary may stop services unless special circumstances exist. Services can restart only if (1) the cause is removed and (2) the program suits the veteran’s abilities, aptitudes, and interests.
