Eligible veterans and eligible persons may make no more than one change of education program, unless the Secretary allows more. If a person’s previous program was interrupted or stopped because of their own bad conduct, neglect, or lack of effort, they are not allowed that one change unless the Secretary approves one for them. The Secretary can approve extra or special changes if the new program fits the person’s skills, interests, and abilities, and if someone who stopped before because of their own fault is likely to succeed in the new program. The Secretary can also allow changes caused by events beyond the person’s control. Moving programs does not count as a change if the person finished the first program, the new program is in the same field or requires the first as a prerequisite, the person returns without losing credit, or the same school approves the switch and certifies enrollment. Such school-approved, same-school switches do not need Secretary approval.
