Creates a Veterans Housing Benefit Program Fund in the U.S. Treasury. The Secretary may use the Fund, with no fiscal year limit, to run housing loan programs under this chapter, except for administrative costs, and must follow the Federal Credit Reform Act of 1990. Money in the Fund comes from appropriations; fees paid under section 3729 or other Secretary rules; and other amounts the Secretary gets on or after October 1, 1998 for housing loan operations, including principal and interest payments, proceeds from sale, rental, use or other disposition of acquired property, proceeds from loan sales under sections 3720(h) and 3733(a)(3), and penalties under section 3710(g)(4)(B). Fees and those other receipts must go into the Fund’s financing or liquidating account. A “housing loan” does not include loans made under subchapter V of this chapter.
