Creates and pays for a National Veterans’ Employment and Training Services Institute to train staff who help veterans find jobs and get job training. The Secretary must fund training for disabled veterans’ outreach program specialists, local veterans’ employment representatives, Directors and Assistant Directors for Veterans’ Employment and Training, Regional Administrators, and other staff the Secretary finds appropriate. Funds can cover travel and per diem, and program money may be used for Veterans’ Employment and Training Service staff. The Institute may make contracts with federal, state, or other organizations to train their staff, and money it collects goes back to the appropriate appropriation. Disabled veterans’ outreach program specialists and local veterans’ employment representatives who attend the Institute must take a final exam, and the exam results must be given to whoever sponsored their training.
