The Secretary can make rules needed to run the Department's programs. Those rules cover what proof is required and how to submit it, the forms people use to apply, how investigations and medical exams are done, and how decisions and payments are made. Any rule, change, guideline, or published order must list the specific law or legal authority it is based on right after each main rule. When using 5 U.S.C. 552(a)(1), the Secretary must follow subparagraphs (C), (D), and (E), especially about opinions from the General Counsel. Section 553 of title 5 applies to loans, grants, or benefits, and subsection (a)(2) does not limit that.
