The Secretary must create an advisory group called the Advisory Committee on Former Prisoners of War. The Secretary will pick members from the public. The group must include veterans who were prisoners of war, representatives of disabled veterans, and medical experts in areas like epidemiology, mental health, nutrition, geriatrics, and internal medicine. The Under Secretary for Health and the Under Secretary for Benefits, or their chosen deputies, must also be members. The Secretary decides how many members there are, how long they serve, and their pay, but no appointed member can serve more than three years. The Secretary must regularly ask the Committee for advice about benefits and services for former prisoners of war, including pay, health care, and rehab. By July 1 of each odd-numbered year through 2009, the Committee must report to the Secretary on veterans’ needs, the Department’s programs for them, and any recommendations. The Secretary must send each report to Congress within 60 days with any comments, and must include summaries of the Committee’s reports in the Secretary’s yearly report to Congress.
