The Secretary must set up an advisory group called the Advisory Committee on Women Veterans. The Secretary will pick members from the public, including women veterans, experts on women veterans’ needs (like gender-specific health care), representatives of both female and male veterans with service-connected disabilities (at least one woman and one man with such disabilities), and women who recently left the Armed Forces. The group must also include certain official members: the Secretary of Labor (or a representative picked after consulting the Assistant Secretary of Labor for Veterans’ Employment), the Secretary of Defense (or a representative picked after consulting the Defense Advisory Committee on Women in the Services), and the Under Secretary for Health and the Under Secretary for Benefits (or their designees). The Secretary may invite other federal agencies to take part. The Secretary sets how many members there are, their terms, and pay, but no appointed term can be longer than three years and members may be reappointed. The Committee must give regular advice about how the Department runs benefits and services for women veterans, and about reports and studies on their needs for compensation, health care, rehabilitation, outreach, and other programs, including the Center for Women Veterans. Each year the Committee must give the Secretary a report by July 1 that assesses needs, reviews programs, looks at the effects of intimate partner violence on women veterans, and makes recommendations (including changes in rules or laws). The Secretary must send the Committee’s report to Congress within 60 days and may add comments. The Committee can send other reports to the Secretary, and the Secretary must include a summary of the Committee’s reports in the Department’s yearly report to Congress under section 529.
