No one in a senior executive job at the Department may be moved to another senior executive job there unless the Secretary signs a written approval. The Secretary must also send Congress a report by June 30 and by December 31 each year listing the reassignments that happened in the reporting period and explaining why each one happened. The report must say what the reassignment cost. Costs may only include a salary increase, short-term travel costs for the person or their family, moving costs, and a paid incentive. “Senior executive position” means what section 713(d) of this title says it means.
