The Secretary must work with the Assistant Secretary of Accountability and Whistleblower Protection to make rules for judging supervisors. Those rules must be a major part of any supervisor's performance review and must support protecting employees who report wrongdoing. The rules must say how to measure whether supervisors answer reports constructively, take proper action to fix problems, and create a workplace where staff feel safe reporting concerns. The words "supervisory employee" and "whistleblower" are defined in section 323.
