The Secretary must set up four medical emergency preparedness centers at Department medical centers. Each center must be run by Department employees. The Under Secretary for Health will supervise and evaluate the centers and work with the Assistant Secretary who handles operations, preparedness, security, and law enforcement. The centers must do three main things: research ways to find, diagnose, prevent, and treat injuries and illnesses from chemical, biological, radiological, incendiary, or explosive threats; train and advise health workers (including those outside the Department) through the National Disaster Medical System or other agreements; and give lab, epidemiology, medical, or other help to federal, state, and local health agencies during disasters or emergencies. Sites are chosen by competition, spread across the country, and may be partnerships of more than one medical center. A chosen site must show ties with an accredited medical school and school of public health that teach toxicology/environmental hazards, a graduate epidemiology program, training for nurses and related staff, and the ability to attract leading scientists. Centers may seek public or private research money. Their findings and training must be shared with U.S. health-care providers and coordinated with other federal agencies (including DoD and HHS) and advisory groups. Centers may help law enforcement in investigations. With the Secretary’s approval, directors may request temporary staff from other agencies without reimbursement. Money for the centers must be funded separately from regular medical care, the Under Secretary may move additional funds after consulting the Assistant Secretary, and Congress authorized $20,000,000 for each of fiscal years 2003 through 2007.
