Requires the Secretary to create and share model training on medical care after terrorist attacks. The VA’s Under Secretary for Health must run the program with help from the Assistant Secretary who handles operations, preparedness, security, and law enforcement. The courses must be based on programs at the F. Edward Hebert School of Medicine of the Uniformed Services University of the Health Sciences and cover seven topics: identifying chemical, biological, radiological, incendiary, or explosive threats; spotting exposure symptoms; long‑term and psychological effects; emergency treatment; follow‑up care and referrals; safety steps to avoid contamination; and how to get expert help and report incidents. The training must be tailored for VA medical centers and offered to health professions students, graduate trainees, and practicing clinicians. The Secretary must also consult accrediting, certifying, and coordinating organizations when developing the programs.
