Participants must work full-time for the Department for the length of time in their scholarship agreement. They must do clinical work in their field or another health job the Secretary assigns, at the location the Secretary chooses. At least 60 days before the start of that service, the Secretary will tell the participant the exact start date. After the start date, the Secretary will hire the participant as a full-time Veterans Health Administration employee or move a current VHA employee into a job that matches their training. For people getting medical, osteopathy, dental, optometry, or podiatry degrees, the service start date is when they get their State license, unless they ask to delay it until after an internship, residency, or other advanced clinical training. Internships or residencies do not count toward the required service. If delayed, the participant must do that training in an accredited, affiliated program with some training in a Department facility, and the Secretary may add extra obligated service: one-half of a calendar year for each year of training if the specialty is needed by the Department, or three-quarters of a calendar year for each year if it is not. For nursing, the start date is the later of course completion or State RN licensure. For other fields, it is the later of course completion or meeting any required license or certification. The Secretary will set similar rules for part-time students. A participant is treated as starting obligation when hired into a full-time VHA job after course completion, or when moved into a job that fits their training; if already in a fitting VHA job at course completion, the obligation begins that day. Course completion date means the day the participant finishes their education or training.
