The Secretary must send Congress a yearly report about the Department’s community-based outpatient clinics and other outpatient clinics. The report is due each year no later than the date the budget for the next fiscal year is sent to Congress under section 1105 of title 31. Each report must list every clinic and give basic facts about each one: the kind of clinic, where it is, how big it is, how many health workers it has, how much work it does, whether it is leased or built and run by the Secretary, and the clinic’s yearly operating cost. The report must also list clinics opened in the prior fiscal year and clinics planned for the current and next fiscal year, with the cost to open them and the same facts above. It must name clinics being reviewed by the National Review Panel and possible future locations found in the Department’s planning, including rural and underserved areas. Finally, it must give a ranked list of places that could be set up without building or leasing, including places that could grow by hiring or moving staff and places that could be set up under sections 8111 and 8153.
