Title 38 › Part PART VI— - ACQUISITION AND DISPOSITION OF PROPERTY › Chapter CHAPTER 83— - ACCEPTANCE OF GIFTS AND BEQUESTS › § 8304
If the Secretary gets property (not money) under this chapter, the Secretary can sell or transfer it on whatever price and terms they think best. That can include agreeing to divide land or to settle disputes about who owns it. A deed or other transfer the Secretary signs in the United States’ name will legally give the buyer whatever ownership the United States—or the United States acting for the General Post Fund—actually had, subject to any limits the Secretary puts in the transfer documents.
