The Secretary must make rules to keep order and protect people and property on Department property. The rules must say how people should behave and what penalties apply. Breaking a rule can lead to a fine under title 18, up to six months in jail, or both. The Secretary may set lower fines or shorter jail terms, and those limits apply even if other laws say otherwise. The rules and penalties must be posted, and the Secretary must consult the Attorney General. Covered service dogs may not be banned on Department property or places it funds. Department property — land and buildings the Department controls not under the Administrator of General Services. Covered service dog — a service dog trained by an accredited organization.
